David and I discussed one solution: Heroquesting. In principle, PCs can gain large boosts to affinities through heroquesting and learn a Secret that way.
However, the narrator has to construct heroquests appropriately. Most importantly, heroquests must have lots of stations with side benefits for individual PCs. Heroquests that deliver only a single benefit at their critical stations will probably not enable PCs to advance fast enough to learn a Secret, because the main benefits of such heroquests usually go to a supporting community, not an individual PC.
High-level PCs can certainly heroquest without a supporting community and keep all the benefits for themselves, but if they are at such a high level, they can also probably learn a Secret on their own.
