Oddly, page 132 says that neutral spirits are almost always outside the practice or tradition, and p 137 says only neutral or friendly spirits within the practice. So I suppose there are neutral spirits within a tradition. I suppose these might be helper traditions like Oakfed. (That's the way I would probably go, in fact - somewhere in the tradition is some knowledge of this spirit, even if it is more an independent practice. And if it is a spirit you've given ANY personality, to, I would go for making it a fetish, not a charm.)
