I'm coming in late to this, and it might have been resolved, but in general:

As others have noted, these are rules of thumb -- the real numbers depend on the absolute target numbers on each side.

In our group, we've experimented with a Pendragon-like rule (high roll wins when both sides succeed and when both sides fail) which causes small point differences to matter a lot more. I personally like this rule better because it makes hero point improvements matter more for players, keeps the overall numbers low on both sides, and probably helps the narrator set resistances with more confidence (I haven't narrated using the Pendragon-like rule). However, I can understand why Mike feels otherwise.
