You're absolutely right, but fortunately such things are eminently possible in HQ2.

Your Lancelot scene is an example of your choosing a resistance to serve the purpose of the scene -- which is the default option. Pass/Fail is a fallback if you're not sure what the scene demands.

What Jeff and Ian are concerned about are situations where you preset NPC stats before you know what the dramatic demands of the situation will be, and therefore get disappointing results when those numbers are used.

You can certainly say that certain characters are always huge threats no matter what -- the Crimson Bat example. Or that certain characters are never more than nuisances.
