It's a statement of intention, not necessarily of achievability. Just because I *want* to do something, doesn't mean the system will let me :)
And, of course, it may not even be relevant, since I don't know what my GM plans in that regard. (In games I GM, I'll just stick with HQ1, with the odd tweak here and there, so the issue won't arise there - but I'm more forgiving of system as a player than I am as a GM).

And this I will do when I'm GMing; it's one of the few genuine improvements in HQ2 to my mind (and a big one it is, too).
