Just a guess, but I don't think characters are allowed to have more than one Elemental rune.
This could be why Orlanth had to befriend Heler from the Water tribe in order to bring rain to defeat drought/Daga.

The only exception I can recall is the darkness deity of River Styx, who is the first water (ever!) born of darkness, according to myth, and has both of these runes. But that might be revised if anyone looked at this obscure RQ3 deity in these newer times.
