But then, that's probably the way it works in Glorantha, too. Heler is far more likely to choose someone associated with the Water rune to be one of his initiates, than somebody who isn't. And a wizard with the Water rune would end up gravitating towards Debalda because a) his personality means he's probably interested in that sort of thing and b) when he starts out learning to use magic, he finds he's better at Water magic than other sorts.
In any event, IMO runes aren't going to be randomly distributed through a population. Heortling men, being stormy and garrulous types, will be far more likely to have an Air rune than, say, the average Dara Happan gentleman would. And that's before he joins a cult.
