We have found in play that many players only pick one (or two) rune to synch with their god. Frex, most Orlanth initiates in play have the Air rune (and Movement or Mastery), but not necessarily all three runes. Same with Ernalda. All Humakti have Death, but plenty don't bother taking Truth. Someone who intends on minimaxing magic power will try to take all the runes of his intended god, but that means he won't be minimaxing something else.
