Since we can't speak Sartarite, I don't know how an Orlanthi would put it. However, in Greg's stories (like Harmast) it is perfectly normal to see someone refered to as a "strong with Air" or "a Storm person" or "Earth magic". For example, Greg wrote the bit on page 220 of Sartar that reads:

"Sartar's magic stemmed from his eventual mastery of the Motion Rune, whose attributes are change and growth."

That's from an in-Gloranthan document and from an Orlanthi perspective.
