If you use that rule, it would be against the unmodified base resistance.

Here's what I think they mean - although I'm sure Jeff will correct me if he disagrees. I list the base resistance first, and then the Very Low resistance afterwards:

14 > No roll
15 > No roll
16 > No roll
17 > No roll
18 > No roll
19 > No roll
20 > No roll
1M > 1
2M > 2
3M > 3
4M > 4
5M > 5
6M > 6
7M > 6
8M > 6
9M > 6

etc...

If there is "No roll", the player gains an automatic complete success, per the rule on p.51.
