New Pavis was made by a coalition of Heortlings, Sunnyboys, sable and zebra nomads (who later reneged), fisherfolk, and Mostali, all brought together by Dorasar. The council that ruled after his death were guided by the cult of Pavis. These people WERE foreigners but by the time of the later Sartarite migration after the fall of Boldhome had become part of the New Pavis melting pot and it was the Sartarites that were seen as different.
