The way I play it, an opponent that only tries to dodge your arrows is buying time. If he defeats you, then you ran out of arrows befor you could hit him. Nothing but your pride and self esteem got hurt. If he tried to close then he has forced you to enter a new close combat contest. Perhaps to your great surprise (penalties to your close combat ability from the first contest).

Well since most archers operate with limited resources (arrows or time) you can screw up by wasting this.
