I cite my previous point. A thoughtful HQer will ask the fanatics (I assume this means Extraordinary) to support one part of the quest and get a +4 bonus from them. He will ask the 160 full (I assume this means Total) to support a different part of the quest and get a +12 bonus from them, not the +1 bonus because of mixed support.
