I'd probably use something like this:

marginal = drowsy/dazed (miss an action)

minor = sleepy (miss an action, -1 penalty on future actions)
minor = very sleepy (miss an action, 1/2x penalty on future actions)
major = asleep

complete = fast sleep

Note that they or others could use appropriate abilities to "heal" any of the sleepy outcomes. So "Alert 17" could be used as a simple ability test (at 16) to throw off the the sleepiness penalties.
