Yep - this is one of the disadvantages of the system. However with a creative use of edges, this can be worked round quite neatly. I'd give it a 'resists damage' armour rating of, say, ^5 to ^8, and then allow it to go for a further 'resist damage by being really big' edge using its 'Large 10W2' which should give it a ^6 or so extra without breaking sweat. When they find that AP bids of under 11-14 points have no effect, they will soon panic... And then run or work as a team.

If that seems a bit too scary for the poor players, allow the -3 to effect the edges as well - although that's far from canonical.
