I give them HPs, but not specifically to opose the PCs. In one game the NPC used up his HPs to defeat one enemy before turning on the PCs (he lost, but it was a smart move, as the PCs ransomed him, whereas the berserk ZZ devotee probably wouldn't have).

The PCs have other advantages. Notably bidding up to full AP total (lethal when combined with the HP).
