No. Some Grazers are descended from Pain Centaurs while others are Pure Horse refugees from Prax, who fled to Dragon Pass to die as heroes rather than live as slaves on the Plaines of Prax.
The Centaurs were a newly made race who didn't have much of a mythology so they had to absorb it from their neighbours in this world and that. Hence those Pain Centaurs who split up readily became Grazers.
