Low life stickpickers in a stead aren't restricted - they just as well might be pious and devoted worshippers with a heavy wyrd as totally useless and self-absorbed lackeys who can't be really bothered to worship regularly. Isolated people like charcoal burners, hunters, etc, may be restricted by how often they can worship - and this depends on how isolated they are. Totally self-fullfilling private worship may be possible, but cult advancement usually depends on learning skills from others.
Cultwise, a relationship with the local Powers of the wilderness may solve some problems.
