the Empire will make the tribe leaders to collect tax from each tribes.
In the case, the Empire will be not make enemies directly.
- For the Empire, Sartar is important strategically. And Saratar is
poor. Sartar for Lunar is just look like Palestina for the Persian Emire,
Palestina is the bridge that links the Empire and rich Egypt. Sartar
is also the bridge that links the Empire and rich Kethaela. So, the
Empire will be not want to opress Sartar and run them into rebells.
So, the Empire may loosened up on taxation than before Sartar Kingdom.
- However, the Emperor doesn't want cows and sheeps. He will order to
pay tax with silver. Then, Sartar people must sell their households up
to the date on which taxes are due. And, the price of households will be
down. So, the Empire will loosend up on taxation. But substantially, tax
will be up. And, people will hate the rule by the Empire.
