While the OiD situation is present, there is no retribution from the Storm Pantheon. Want to switch religions? Go ahead. Kill someone in secret? Make love to a broo? Kill your brother? No problem - there is no otherworld entity that will cause you any problems because they are all just as "dead" as Orlanth.

The Loss of Orlanth & Ernalda is not just "we can't do magic anymore", the entire culture is at risk. The checks and balances provided by daimones of retribution and the like are no longer there. Your clan wyter doesn't notice stuff any more, or can't stop it. It is like a major blackout in New York - some people will say "hey, no-one can stop me from looting and burning" while others may say "cripes, all the loonies will be out, I'd better take care of my own stuff", and others still will say "someone needs to protect the innocent people who are at risk while the loonies are rampaging around".

In Sartar, some people will act like looters "Cool, I can't get into trouble for killing my annoying brother and taking over the kingship", others bunker down in survivalist mode, and some go out to do "good" (whatever they may think it to be).

There *are* no Ancestors or Otherside beings during the long winter. (That's an Orlanthi none, of course. Water or Fire or Darkness types will still be contactable, so the Helerites and Elmali or Torkani will be less bad off than the "pure" storm types). About the last time anyone talks to the anscestors is Ancestor Day, which is pretty much at the beginning of the Winter. So, cut off from magic, cut off from moral guidance, cut off from almost everything that makes a Heortling a Heortling, some people will look elsewhere for comfort. This is a major decision pint for all Orlanthi in the OiD area: Do we look at the past and say "He's always come back, let's wait this out", or "That's it, Orlanth is dead, every man for himself", or "What do we need to do to bring him back?".
