See, IMG (not that I actually have a G of my own yet), the Hero Wars are now. A no-name weaponthane from some out-of-the-way clan, devotee of Yavor Lightning, can (and perhaps will) use a 1W9 thunderbolt. By the end of this hypothetical saga, Yavor will be a major aspect of Orlanth, or perhaps even be revealed to be a wholly distinct entity in his own right, earning the worship of far more Heortlings than he did before. Perhaps Yavor is the one who slays Shepelkirt.

Basically, heroes (IMG) will have no limit on their powers, regardless of the source of those powers. Gods will not be mechanically more powerful than each other, at least as far as granted powers go. (Hm. Heroes as the means by which weaker gods can leverage their powers to compete with greater gods?)
