I haven't used it in play yet, so take this with a grain of salt, but ILH1 looks like it's a great "jump start" of sorts to get GMs and players up and running in the Lunar Empire. It paints a picture in broad strokes, with occasional digressions to little interesting details that help flesh out that broad picture. It's very *usable*, in a real-world gaming group, i.e. one where the players may not want to dig up and read volumes of information from old out-of-print supplements. If I had no other material, I would have enough information and hooks to run a campaign set in the Empire. It may not end up looking exactly like Greg's vision of the Empire, but it'd be broadly similar to his (and certainly great fun!) regardless.
