The last reading would appear to be ruled out by Greg's incomplete Harmast novel. When Lokomayadon's heroquest-blocking actions make it impossible for the Heortlings to initiate any young men (late First Age), those notional 'children' in their twenties still get all the normal biological changes, flourishing sexuality, etc. They're just not supposed to do anything about it, because they're 'children'.
