Loksalmi society, formerly peaceful and prosperous, has to militarize to meet this new threat. Completely militarize - it will take their last drop of blood and treasure to win. They'll end up with the most powerful army in Glorantha and not much else. In other words, to defeat the Kingdom of War they have to become its replacement.
The Loksalmi think they're nobly liberating the conquered territories of the Kingdom of War. They don't realize there are no civilians to be liberated. It's supposed to have a Heart of Darkness-y, "we had to destroy the village in order to save it" flavor.
