I'm not sure either Theoblanc or the Rokari Church are directly concerned at this stage with the Lunars, although they will be growing more aware of them. The Rokari faith is very much a fundamentalist one, stripping away the trappings added to Malkionism added by the God Learners, which they see as being directly responsible for the ills evident in the west today.

Just as with the protestant faiths of the real world, I think there are probably various factions within the Rokari faith who hold differing opinions as to where the line should be drawn, with the White Wizards being fairly extremist, Theoblanc is attempting (and so far succeeding, the last Convulsions run of HtWwO notwithstanding) to keep these factions united under the Rokari Ecclesiastical Banner.

For the "more liberal" Rokari, the danger with the "modern" saints is that they may be tainted by the acts of the God Learners (and although they wouldn't put it in game terms, they might be just misapplied veneration of gods or spirits). Longstanding, traditional saints (which Theoblanc has not yet moved against) are considered "safe" as their traditions and liturgies predate the interference of the Jrustuli.

For the Hardliners, veneration of saints is wrong because Malkion (nor Hrestol) worshipped saints.

Note that I think this may leave a certain amount of ambiguity amongst the Rokari as to the exact "status" of Rokar himself. He was a reformer and a Martyr and (probably*) a prophet, but is he a Saint (Can you be the saint of a sect that rejects saints)?

*It appeared to me, that in How The West Was One, the Hrestoli Bishopw were much keener to deny that Rokar was a Prophet than the Rokari were to claim that he was one - Certainly I don't recall anything on my Character sheet & notes to suggest he was...
