AFAIK Greg's intent was that clan's have an incest taboo on marriage within the clan i.e. yes, clan's are exogamous
Some confusion occured from KoS about bloodlines and clans. Clans are the operative social unit here.
Orlanthi all. An Orlanthi 'all' is 85%. So there are bound to be some folks who do not think it is incest. For Skullpoint's rednecks and hillbillies, nay banjo-playing Deliverance feel, an incestous (to outsider Orlanthi) cross-bloodline relationships fits the story just fine. Of course YMMV.
