Guardians aren't necessarily "tied" to one of the Otherworlds. Guardians often/usually come from the Inner World, and can be treated with by anyone (they are usually so starved for attention, they'll take anyone - at least in *my* mind...). Re-read the bit about Guardians on page 92.
