I am of the belief that the kingship rites of the Hendreiki have no geographical scope. The king is the leader and protector of "all who seek freedom from tyrants" and so on. Remember, the Hendreiki were formed from the rebels and bandits who followed Hendreik the Free, the unconquered rebel.

Thus Broyan's Hendreiki might include the Volsaxi, the Sartarite rebels, and any Heortlanders who refuse to accept the usurper Tiger-  or the Lunar puppet Tiger-Bane. As you correctly observed, his kingdom is a people, not a land.
