It really depends what you mean by "common". Petronius's Satyricon (a "romantic" novel) is first century AD while Lucian's True History ("science fiction" adventure novel) is written in the next century. Hence novels were in existence but were hardly common.

Transferring it to glorantha, I really don't have a problem with novels and periodicals appearing in civilized parts. The reduced incidence of literacy can easily be negated by readings of the works either in public or (for low-brow works) in selected parties.
