No vikings, sure.

But Orlanthi (not Heortlings) can well be sailors, AFAIK (and raiders is there second nature). Yes, Orlanth has been defeated by Magasta (?) but Magasta can't be everywhere Orlanthi want to go and air is more swift then water.
