There's any number of possible reasons for the Apple
Lane Sherrif.
- His office is a relic of an attempt to strengthen
the Royal House of Sartar.
- His office is a relic of an attempt by either the
King of Heortland or the Pharaoh to keep an eye
on the Quivin Tribes - in other words, Apple Lane is
the site of a forgotten Heortland consulate.
- As per 2) save the bigwig concerned is the King of
Tarsh in the days when Tarsh dominated most of
Dragon Pass and beyond.
