I'd say a Dragonewt/human crossbreed is pretty unlikely. Absurd even. ButI would note that humans changed into dragons (or at least wyrms) in the EWF, (and still do in Kralorela) so as long as you leave out the sex and reproduction stuff it is probably OK.
