It is a meaningless question.

The Underworld is part of the Everything World, as is the Upperworld. They are not Otherworlds, in the manner that the God World or the Essence World are.

The characteristics of the Underworld would include a certain type of flexability, an instability, that is not present in the physical Everything World. This applies to entities as well as "location." Also, its inherent darkness, the presence of monsters and demons, the faceless dead, and of course, Kyger Litor, the Great Devourer.
