In HQ2 this would be a feat. While the devotee is acting as Orvanshagor (Orlanth Dragonkiller), he can use his divine connection with Orlanth (probably his Air Rune) to smack draconic entities around with a big bonus - and they cannot use any draconic powers to resist. Of course, the moment the devotee slips up and fails to maintain the feat - he's screwed.
