That could also be interpreted as a limitation of the Gloranthan people (and us).  They/we live in a ruled by causality and so will always interpret the myths with that in mind.  e.g. Yelm had fire powers before they were stolen by ZZ at the Hill of Gold, yet no follow of his will have access to those powers. 

My point here is that this represents a form of non-causality.  Yelm looses power over fire so then Yelm is treated as if he never had power over fire, even if you quest to the "time before" Hill of Gold.
