And presumably the Star Bear had always had those lunars powers - but until the Moon was restored, such powers would simply not be in evidence to its worshipers. Like the Air Rune in a vacuum or the Fire Rune at the bottom of a lake.

Which is why the black bear (see,
http://www.pbs.org/wgbh/nova/satoyama/hibernation.html) is not to be trusted. Whereas the brown bear is just susceptible to Lunar Magic, but not corrupted like the black bear! :)
