The sort of thing that you describe is fairly close to the opinion of the better educated Seshnegi; the wizard adepts, petty nobles, and others who have at least some clue what goes on outside their own village (but, as you say, not necessarily *much* of a clue). Only a still smaller proportion will be educated enough to have some idea of the reality, albeit filtered through their Rokari mindset.
