It depends on what type of thieves they are...

If they are simply bandits, then Orlanatus works well.

If they lurk in the shadows a lot then Netta, the goddess of night, would be their patron.

Natha has been worshipped before the rise of the Moon as the balancer so she could work as a patron of thieves who steal from the rich and give to the poor. Mahaquata is known for sneaking into places where she doesn't belong but her worshippers probably have to kick up a far bit of their take to the Emperor's cousin on the Blue Moon Plateau.

If the thieves are strongarmed mafia types running protection rackets then YarGan the Abominable or Deshkorgos (aka Monster Man) are frightening enough to convince people to pay up. Krarsht is subtler but not as frightening.

And lastly if they are tax collectors working for the government, then Jajagappa is my guess.
