In Sartar, Heler is a sub-cult of Orlanth. So he is treated as such. Outside Sartar some folks worship Heler individually, but its outside of the scope of the book.
If you have Storm Tribe you could certainly use it for a fuller representation, especially once you see some examples of HQ2 cults. I guess we could find someone to blog about conversions.
