The Orlanthi would heartily disagree with you there. Chaos is the antithesis of Creation (or Glorantha) and serves to undo Creation. According to Orlanthi mythology, Chaos succeeded in unraveling Creation but Creation was saved because of the actions of Heort (who defeated Chaos with IFWW, enabling the survival of mortals) and the Lightbringers (who forged the Great Compromise, enabling the survival of Glorantha).
The Orlanthi view the Great Compromise as a tenuous thing - if it unravels, so does Glorantha. And their history suggests that there are many ambitious fools who would unravel the Great Compromise: the Broken Council, the God Learners, and now the Lunar Empire.
