I'm sure that its been stated somewhere, although I'm having trouble tracking down the reference.

  Sartar (Tentacles pre-release edition) goes further and claims that the Owner of the Rune can do "anything potentially imaginable" with their Rune.

The only way I can fit this together is to assume that specialised cults and subcults have their own techniques which permit them to use the powers of one of their Runes to do something that is otherwise extremely difficult (the HQ2 penalty for using a broader ability is clearly relevant).
Thus if we assume that Veskarthen's control over vulcanism is solely due to the Earth Rune then an Ernaldan might find it only "Nearly Impossible" to case an eruption of magma without a handy volcano - and always more difficult than an equally skilled Veskarthen worshipper.

As an aside, if Earth is able to control Fire, maybe Mahome should be a (minor) aspect of Ernalda.
