Thinking a bit more of Benedict's suggestion that Jernedeus is Jernotia.

At the time the GRAY was written, Verithurusa was an extinct deity associated with a long lost cit and Jernotius was a mysterious wisdom cult associated with the exotic land of Pelanda. Plentonius writes that Pelanda had joined the Empire but there's little evidence of that and the first real contact that Pelanda has with the Empire is during the reign of Erraibdavu nearly a century later.

A second consideration is that in the sources you see the directional virtues taken a little literally, like Kestinoros became emperor "because he ruled the furthest northern city, and everybody wanted the most wisdom in their ruler" [FS p9].

So if Plentonius wanted to suggest the wisdom of Pelanda actually came from Dara Happa, placing Jernedeus in Mernita would be a simple thing to write. There's nobody around who could possibly refute what he wrote.

Which leaves the mention of Jernedeus being worshipped in Torang [FS p54]. I suspect these cultists are actually Jernotians who accept that Jernedeus is an prior incarnation of the Red Goddess (as opposed to the majority of Jernotians who reject such lunar bunkum).
