I could imagine this being proclaimed by a hermit who spent too much time atop Mount Jernotius.

BTW, I would suggest that people write their interpretations of how the runes work as Gloranthan documents. The HeroQuest Gloranthan magic rules are very flexible and can handle whatever is your interpretation of how the Gloranthan runes interact.
