It's because we have had bad experiences in the past with cults with
everything but the Kitchen Sink. Let's see:
- There was Pavis who had Earth, Stasis, Harmony and Man, despite only
having seven priests whose only impressive magic was charity given from
other cults.
- There was Lanbril who had a special cult language (thieves cant),
special skills - voice mimicry, foil restraints and feign death -
special alchemical products (about ten in total) and three runespells.
- There was Thanatar who although scary had a bit of an overblown cult
structure (seven tiers and three branches!) rather than being written up
as three seperate but related cults..
- There was Cacodemon who for some reason provided Ogres with the
runespell of False Form even though he had no apparent ability of hiding
his own demonic nature.
Given that the Big Gods of Glorantha have three runes or so (Yelm,
Orlanth, Invisible God etc) in past sources, adding runes to indicate a
trivial power looks inelegant to my jaded eyes.
