I can think of two reasons:

1. There is mention of a bird-headed tribe in Arcane Lore p80 when the Orlanthi fight Sevid (now somewhere in Slontos) during the Flood. Since the Orlanthi won that battle, you could say that the Wenelians with bird totems were all wiped out.
2. Perhaps the Bird-heads were actually Ducks who lived in the vicinity and the Wenelian clans that had bird totems died of shame?
