I'm pretty certain. It's probably in Missing Lands or one of the dozen descriptions of the Closing which have been in print. In fact, sea creatures tend to contribute to the Closing's effects rather than being affected themselves. For example, seabirds could cheat a sailor into believing the land is near, and draw them into a whirlpool.
