But Fazzur has already given the hands to the Prince of Sartar and thus he has fulfilled what the sorcerors have told him to do. Secondly Fazzur is present when the Hands are stolen but does nothing. If Fazzur's so unconcerned about the Hands why should Kangharl and his sorcerors give a damn?

Which assumes that the Lunar sorcerors don't behave like human beings. They've got more important things to do with their time other than to tell a clown rival of their king that somebody's going to rob him.
Secondly so what if Hofstaring gets his hands back? Magical setbacks happen in the Lunar Empire all the time.
