Jeff once told me everybody has three Runes, even the malkioni. They do give boni to your magic ablities if they're related to that rune, whatever the system used. Malkioni with the Law Rune become zzaburi in Seshnela.

All Heortlings have three runes. Maybe all Theists, although the HQ2 book
wasn't clear on that.
Admittedly, my Glorantha varies, but "All people have three runes" is not
how things work in my Glorantha. Some groups believe that.
