No, you aren't - this piecemeal divine magic was the (mightily flawed) RQ3 introduction of divine magic mechanics to animism.

IIRC the magic did not exactly change the physical shape, but allowed to transfer some of the beast abilities magically to the human form.

RQ2 had actual shapechangers with an inborn ability to shift into animal form, but not spelled out as Hsunchen. Since the only Hsunchen one was likely to encounter in RQ2 were Telmori and Basmoli, both fairly strongly on the NPC side of things, there was little need to limit their ability to become an animal.

I note that on the ungulant side of the beast form humans, antlered people were not that uncommon. Not Hsunchen but Vingkotling Orlanthi, though. The Kodigvari Hidden Kings after the Sword and Helm Saga were some sort of werewolves, too, IIRC.
