I think the sources are ambiguous, as your question suggests. On one hand dragons are some kind of pure form of existence. On the other hand anything can be infected by chaos. There are references in publications to beings that are both draconic and chaotic, such as hydras and the Amethyst Dragon of Greater Chaos.
